4 Construction Quality Acceptance
4.1 Construction Quality Acceptance Provisions
4.1.1 The construction quality of boiler units in thermal power projects shall be inspected and accepted，and the acceptance certification shall be obtained according to provisions of this Part.
4.1.2 The construction quality inspection and acceptance of a project shall be carried out with the joint approval of the construction company，supervision company and project owner by being certified in the quality acceptance scope table，which is prepared by construction company according to the project contract scope and the provisions in Chapter 4 of this Part after reviewed by supervision company and confirmed by the project owner.For a EPC project or a project under a project management mode，the project owner can add extra acceptance organizations in the"acceptance organization（s）"column of the quality acceptance scope table based on the actual situations.Besides，the project owner can adjust the quality acceptance items in the"acceptance organization"column for the design company and equipment manufacturer based on the actual situations if they participate in the quality acceptance.
4.1.3 The inspection items listed in the construction quality acceptance scope table in Chapter 4 of this Part can be added or deleted if they are not applicable to the actual project.The project number of the added or deleted items can be continued or ignored in the project acceptance scope.But the original numbers shall not be changed.
4.1.4 The project construction quality shall be inspected by the acceptance organization（s）defined in the construction quality acceptance scope table.For the acceptance of inspection lot，subentry project and subsection project，the supervision company shall organize the acceptance and the related parties to participate if there is a supervision company included；and the acceptance of unit projects shall be organized by the project owner and taken part by the related parties；in addition，the design company（s）and the manufacturer shall take part in the acceptance of the relevant projects according to requirements of construction quality acceptance scope table.The quality acceptance persons shall hold the quality certificates which are consistent with the acceptance majors and in the period of validity.The project owner shall organize the related parties to determine the acceptance authorities of the quality acceptance persons involving the unit project，subsection project，subentry project and inspection lot.
4.1.5 The quality inspection persons shall strictly implement the provisions of this Part as well as the relevant current national standards，industry standards，contract agreement，design documents and manufacturing technical documents.They shall be responsible for the acceptance results.
4.1.6 The quality acceptance of a construction project shall be carried out after the completion of construction.As for the acceptance of construction quality，the construction company shall carry out a self-inspection and fill a complete self-inspection record before the supervision company and project owner are required to implement the quality acceptance.
4.1.7 For a concealed work，the construction company shall notify the supervision company and the related parties to carry out a witness acceptance，then fill a complete acceptance record and obtain a certification before the work is concealed.
4.1.8 The visual examination quality acceptance of a unit project shall be carried out by the quality inspection persons through visual inspection，experience or auxiliary measurement if necessary；and the acceptance certification（as shown in Annex D）shall be issued according to general situations of inspected items.
4.1.9 According to provisions in Chapter 4 of this Part，the construction quality inspection and acceptance of a project shall be carried out in sequences of inspection lot，subentry project，subsection project and unit project.The unit project can be divided into subunit projects if it is constructed by different construction companies.The subunit project number is distinguished by adding an English alphabet behind the original project serial numbers.
4.1.10 The construction quality acceptance of a project shall meet the following requirements：
The acceptance of inspection lot items of a project shall be qualified before the acceptance of a subentry project can be carried out.The acceptance of the subentry projects shall be qualified before acceptance of subsection project can be carried out.The acceptance of the subsection projects shall be qualified before the acceptance of unit project can be carried out.
4.1.11 The qualified construction quality acceptance of inspection lot，subentry，subsection and unit projects shall meet the following provisions：
1 All inspection items shall be inspected according to provisions of an inspection lot or subentry project.If the inspection results conform to the quality criterias，the quality acceptance of the inspection lot or subentry project is qualified.
2 If the acceptance of each inspection lot in a subentry project is qualified and the documents of the subentry project are complete，the quality acceptance of this subentry project is qualified.
3 If the acceptance of each subentry project in a subsection project is qualified and the documents of the subsection project are complete，the quality acceptance of this subsection project is qualified.
4 If the acceptance of each subsection project in a unit project is qualified and the documents of the unit project are complete and the requirements of file management are met，the quality acceptance of this unit project is qualified.
4.1.12 If the construction quality of a project cannot meet the quality requirements，the unqualified item（s）shall be recorded and treated according to following provisions：
1）The inspection items of a reworked or replaced apparatus or equipment shall be inspected again.
2）The inspection items which can satisfy the requirements of the safe operation functions after the reworking treatment shall be accepted according to technical treatment scheme and negotiation documents.
3）The unqualified inspection items which can not be reworked or repaired shall be evaluated by an identification organization or related parties.If the internal quality，service life，operation functions and safety operation are not affected，a concession can be made and there is no necessary to carry out a secondary acceptance.However，the related description shall be filled in the column of"acceptance conclusion"and a written report shall be attached to the acceptance table.
4.1.13 The construction quality acceptance of inspection lots and subentry projects shall not be carried out if any one of the following situations exists.
1 The inspection results of any main control inspection item cannot meet the quality criteria.
2 No measured data is shown in the column of inspection result although the quality criteria require data by the design company and the manufacturer.
3 The quality acceptance documents do not conform to the requirements of file management.
4.1.14 The design company or manufacturer shall be responsible for handling quality issues caused by their own fault.When the construction company is entrusted to carry out the site treatment and some nonmain control items can not fully meet the standard requirements，a concession can be made after the joint written confirmation and signatures by the project owner，the design company，the manufacturer，the supervision company and the construction company and there shall be no necessary to carry out a secondary acceptance on them.But the related description shall be filled in the column of acceptance result and the written report shall be attached to the acceptance table.
4.1.15 For the project quality acceptance documents of any inspection lot，subentry project，subsection project or unit project，the data shall be accurate，the documents fully collected and，the signature procedures complete.The document material and handwriting shall conform to the requirements of permanent storage as well as the file management standard.
